Since it is something I have seen repeatedly, thought I would at least figure out what the problem was.
That lead me to here which lead to here, and gave me an idea.
I found that I did have the WINDOWS\SYSTEM32\CONFIG.NT but no AUTOEXEC.NT... So, I created a blank one (one REM line)... Problem went away and programs started working.
